I wouldn't allow the tenant to abandon the antenna in place.  As long as it is on the tower, they pay rent.

It will cost you more than it is worth to remove it.

I don't know the antenna, but from the weight i would have to guess it is a slot antenna.  You are not going to move it down 100 MHz.
