[TZ] Curious about 3 phase power

The green LED on the GFI plug says "I'm okay," no neutral to protective ground shorts! The BR on the front panel says "Brownout!" The AC is designed to not run under BR conditions (must have been designed to run in California which shuts off everything except political advertising under those conditions).

If it's a 120 volt circuit and the air conditioner doesn't run, that doesn't
explain the "br" reading on the its front panel, nor the presence of a small
lit green led on what I think is a GFCI on the plug at the socket.
