  Inefficiency maybe, but I'm not so sure about instability.

  No. Just elevate 'em higher !
  In other words, move the whole thing up to around 20 feet above ground.
  Slightly more expensive, but do-able.

  The issue becomes that the higher the radials, the less effective
  height the center vertical has electrically.
  Fix-able by making the tower a bit taller, if the authorities
  having that jurisdiction are open to it.
