[TZ] Elevated radials vs buried ones

The link below shows a NEC4.2 comparison of the pattern/gain of an unloaded, 
base-driven, 1/4-wave vertical monopole when using 120 x 1/4-wave buried 
radials vs. using only a set of four elevated radials -- for the other 
conditions shown in the graphic.  The surface wave was not included in the 
calculation.

The two configurations produce nearly equal performance, other things equal.
