 Elevated, yes.
 On the ground, where the lossy dirt is not "shielded" by the radials,
 such that the dirt is in the return path, it'll take many more.
 ( ideally, cover the ground with foil out to 1/2 wavelength )

 Exactly !!
 Moving any antenna further from lossy dirt will always be an improvement,
 other things remaining the same.
