If the device doesn't provide any clearance to get a snips in to effect
the cut, then complete extraction is necessary.  As others have alluded,
you need to completely heat the joint and suck out as much solder as
possible to release the part cleanly. Even then, that may not be possible
depending on how tight the pins are in the hole.

Swapping Shaddow switches on Auditronics and PR&E consoles taught me to be
careful of thru-plated holes with tightly fitting parts.
