  It's not worth much other than to another TV 26.  Maybe to a 25 or 27. 
But not much else. You simply can't re-tune an antenna THAT far.

Make the tenant remove the antenna and line.  It's their property and 
the lease should contain vacation of premises clauses about removing 
equipment and antennas. If the lease has expired, notify them in writing 
you expect them to remove the tower mounted equipment in the most 
expeditious manner possible as you consider them to still be tenants 
with the lease continuing on a month to month basis.  This is typical of 
real estate law in most states.  Continued occupancy past the end of the 
lease reverts to that mode.  That said, the notification should include 
that clause demanding rent payment until the antenna is removed.
