I agree.
He was pushing the boundary. Maybe that spec was for an ambient temp. of 75
degrees.
Was the supply regulated?
If not mains voltage fluctuations could push it past 24V.
Also, if he was relying on the spec voltage of an unregulated plugpak supply
- rather than an actual measured quantity - it would be a lot more than 24V
with such a low load.
